If you are building several homes in a subdivison, El Paso County Development Services will review your Master Plan(s) and keep a record of the approved plans on file; this means you do not have to bring in the large master drawings everytime you bring in site plans for review as long as there have been no changes to the model. If you add new models to your inventory then please bring in the new Masters for review.
Each house that you are building will require a Site Plan, a Driveway Permit, and a Builders Erosion & Stormwater Quality Control Permit (BESQCP!). Development Services reviews each item separately, for each home. Site Plans & BESQCPs may be reviewed and approved while you wait. Driveway permits may take up to three (3) days for approval. You may bring in up to three (3) site plans, driveway & BESQCP applications at one time and ask for them to be reviewed while you wait. Any more than that will need to be left with staff for review over a couple of days. Reviews are conducted on a first-come-first-served basis.
If your property is a high fire risk area you will need to have the drawings reviewed by a Fire Department or the El Paso County Fire Marshall prior to submitting your plans to Development Services for review. The following fire departments review site plans: Black Forest - 719-495-4300, Cimarron Hills - 719-591-0960, Donald Wescott - 719-488-8680, Falcon - 719-495-4050, and Tri-Lakes -719-481-2312. If you are in an area protected by a fire department that does not review site plans you will need to contact the El Paso County Fire Marshall (719) 575-8400. In general, if you live in an area with trees you may be in a high fire risk area. Call this Department and ask staff to check for you. 710-520-6300.
All of the items mentioned above must be approved prior to obtaining your Building Permit from The Pikes Peak Regional Building Department.
Custom Homes require the same process as discussed above. The main difference is that you will need to bring in the master drawings when you bring in the site plan, driveway & BESQCP applications.
