The El Paso County Commissioners established the Solid Waste Disposal Site and Facility Users' Fund in 1990 to effectively deal with issues concerning the environment and recycling within El Paso County, and to promote the philosophy of “Reduce, Reuse, and Recycle." All of the programs and recycling information are offered free of charge to residents of El Paso and Teller counties.
