Vicki Taylor - District 1 - April 2010
Vicki Taylor was appointed to the CBOC by Commissioner Wayne Williams and represents commissioner district 1. She is a resident of Black Forest and is an elected member of the School Board for Academy District 20. She has experience in dealing with state and federal budget mandates and is knowledgeable in the areas of TABOR and Gallagher.
Patrick Carter - District 2 - April 2010
Patrick Carter will represent commissioner district 2 on the CBOC and was appointed by Commissioner Amy Lathen. He is a resident of Colorado Springs and has served on the District 11 Pay for Performance Task Force. He recognizes the challenges of budgeting under TABOR and other state and federal mandates.
Jan Doran - District 3 - April 2010
Jan Doran was appointed to serve on the CBOC by Commissioner Sallie Clark and will represent commissioner district 3. Doran is the immediate past president of the Council of Neighbors and Organizations (CONO) and serves as chair of the Citizen Outreach Group. She also serves as vice chair of the Pikes Peak Rural Transportation Authority and was a past member of the city’s Public Safety Sales Tax Oversight Committee and Development Review Board.
Scott M. Turner - District 4 - April 2010
Scott Turner was appointed to the CBOC by Commissioner Dennis Hisey and represents commissioner district 4. He is vice president of UMB Bank, president of the Fountain Valley Chamber of Commerce, chair of the Fountain Valley Foundation and serves on the board of the El Paso County Fountain Valley Senior Center.
Michael League - District 5 - April 2010
Michael League will represent commissioner district 5 and was appointed to serve on the CBOC by Commissioner Jim Bensberg. He is currently president and CEO of 5Star Bank. He has previously served as director of the Colorado Springs Sports Corp., American Heart Association Southern Colorado Chapter and Southern Colorado Arthritis Foundation. He also served on the Colorado College Business Advisory Commission and previously served as a director of Pikes Peak Mental Health Foundation.
John Taylor - Assessors' Office - April 2010
John Taylor was appointed to serve on the CBOC by El Paso County Assessor Mark Lowderman. He is the CEO of Lead Free Design, Inc., an environmental engineering firm. He also has experience with business and finance.
Terry R. Harris - Clerk & Recorder's Office - April 2010
Terry Harris, Terry Harris, former county administrator for El Paso County, was appointed to serve on the CBOC by Clerk and Recorder Bob Balink. Harris has worked for the county at various times since 1958 beginning with shoveling snow from the courthouse sidewalks after school. In 1960, he was a maintenance worker on the road and bridge crew for the Department of Transportation. Between 1972 and 1974 he worked as director of Planning and Community Development, thereafter appointed as county administrator. In 1978, he was elected county commissioner and served two terms.
Richard C. Williams - Coroner's Office - April 2010
Richard Williams was appointed by Coroner Dr. Robert Bux to serve on this committee. He is involved with the El Paso County Republican Party and has served as a bonus member on the El Paso County Executive Committee. He previously worked as a general contractor dealing with federal, state and local government contacts.
Teri Goodall - District Attorney's Office - April 2010
Teri Goodall was appointed to serve on the CBOC by District Attorney John Newsome. She retired from her position as undersheriff for El Paso County last year and has served on several finance boards. She is also a member of the Pikes Peak Firearms Coalition and El Paso County Republican Women.
Katherine Oakey - Sheriff's Office - April 2010
Katherine Oakey, a database architect, was appointed to serve on this committee by Sheriff Terry Maketa. She is chair of the El Paso County Sheriff’s Office Citizen’s Advisory Council and has been volunteering for the Sheriff’s Office for more than 10 years.
Ken Kile - Treasurer's Office - April 2010
Ken Kile, former County Treasurer, was appointed to the CBOC by Treasurer Sandra Damron. He is a resident of Florissant and serves on the El Paso County Retirement Board and is active with the Republican Party.
Stephen Meyer, Sr. - Transportation - April 2010
Stephen Meyer will represent transportation on the CBOC. He is a resident of Monument and serves as technology advisor to the El Paso County Republicans. He also serves on the El Paso County Highway Advisory Commission, Pikes Peak Area Council of Governments Community Advisory Committee and representative for the Town of Monument. He has led the opposition to several tax increase ballot issues. He is co-founder of a technology company with global clients.
Steven R. Schneider - Development/Building Industry/Real Estate/Banking - April 2010
Steven R. Schneider will represent the building, development and banking seat on the CBOC. He is president of Central Bancorp’s affiliates, CB Insurance, LLC and CB Title, LLC and has served as chairman of the Colorado Springs Economic Development Board and also sits on the board of Care and Share.
Leslie Cook - Health/Human Services - April 2010
Leslie Cook represents the health and human services portion of the CBOC. She retired as director of the Pikes Peak Chapter American Red Cross after working there for 30 years. She has served as chair of the Pikes Peak Community Action Board, Samaritan Counseling and Education Board and Keep Colorado Springs Beautiful Board. She is a member of the Colorado Springs Rotary Club.
Bob Shirilla - General Business/Information - April 2010
Bob Shirilla will represent general business and information technology on the CBOC. He resides in Colorado Springs and is an adjunct professor of management at Colorado State University Pueblo. He is currently involved with the Strategic Advisory Board for Stanton Chase International, the seventh largest executive search and management consulting firm in the world. He has also served on the President’s Commission for White House Fellows and the Board of Governors of Goodwill Industries. He is a retired Army Colonel.
Victor C. Andrews - Veterans/Military - April 2010
Victor Andrews will represent the veterans/military position on the CBOC. He is a retired community volunteer and is involved with the Chamber of Commerce, Cheyenne Mountain Zoo, Boys & Girls Club, Pikes Peak United Way, Air Force Association and the Air Force Academy Association of Graduates.
Nancy Lewis - Environmental/Parks/Cultural/Neighborhood Associations - April 2010
Nancy Lewis will represent the environmental/parks/cultural/neighborhood associations position on the CBOC. She is currently the president of the Garden of the Gods Visitor and Nature Center and the president of the Garden of the Gods Foundation. She is serving on the Penrose/St. Francis Board of Trustees and the Greater Colorado Springs Chamber of Commerce.

Jeremy Milliman, from the Highway Advisory Council. He has experience working as a civil engineer for the United States Air Force and has recently accepted a civilian position as a civil/structural engineer at Matrix Design Group.
Steve Immel - Development Fund Advisory Board - April 2010
Steve Immel, from the Development Fund Advisory Board, has participated in Colorado Springs’ Citizens Academy and El Paso County’s Citizens College. He works in strategic planning and previously participated in the Imagine Downtown Design Workshop.
Dr. John Burrington - Board of Health - April 2010
Dr. John Burrington, from the Board of Health, was appointed to serve by the El Paso County Board of Commissioners in 2004. He is a retired pediatric surgeon and he earned his medical degree at the Harvard University Medical School.

Jane Fredman, from the Parks Advisory Board. Fredman is currently a partner with Flynn Wright & Fredman, LLC and has been a lawyer in Colorado Springs for the past 20 years. She also serves on the Wild Forever Foundation Advisory Board and Big Brothers, Big Sisters of Southern Colorado Advisory Board.
Curtis Lorash - Citizen Outreach Group - April 2010
Curtis Lorash, from the Citizen Outreach Group, has lived in Colorado Springs since 1990. He served in the United States Army and worked for 14 years in Air Force satellite operations. He has participated on School District 11’s Technology Committee and fund raising events. He currently is a vice president for Wells Fargo Technology.
Thomas A. Rosazza - Justice Advisory Council - April 2010
Thomas Rosazza, from the Justice Advisory Council, is a consultant who specializes in the areas of police and correctional custodial care standards, legal consultations and expert testimony. He is the author of several books and was appointed Executive Director of Maryland’s newly established Commission on Correctional Standards.
Jeff Eckart - JD Edwards Technology Council - April 2010
Jeff Eckhart, from the JD Edwards Technology Council, has 13 years of experience in the information technology, local government, transportation and oil and gas industries. He currently manages El Paso County’s investments in integrated software platforms and volunteers with Trout Unlimited, Coalition for the Upper South Platte, and a local church.
Steve Sery - Planning Commissioner – Indefinite
Steve Sery, from the Planning Commission, is former chairman of NEPCO. He is the retired vice-president of Weyerhaeuser Co., a major forest product company in Tacoma, Washington. He is chair of the Planning Commission, on which his father also served in the 1950’s.
