El Paso County continues to seek input on the Falcon Area and Lorson/Rolling Hills Ranch Transportation Improvement Fee Program
El Paso County is updating the process of determining transportation improvements needed to accommodate new development. The program includes an audit of the original 2001 Falcon Small Area fee program, and an updated fee. In addition, the Lorson and Rolling Hills Ranch area in Fountain Valley will also have a Transportation Improvement Fee.
The County is comparing the two draft studies and is working to make these two programs consistent. Many of the changes being incorporated are in response to input from stakeholders and the Board of County Commissioners. The program allocates the cost of new transportation improvements among affected stakeholders. The updated Falcon Area and Lorson / Rolling Hills Ranch Transportation Improvement Fee Program documents will be available on this website for your review as soon as possible.
Only property owners who are subdividing their property and obtaining building permits for new buildings are potentially affected by these fees. Generally, the fees will not apply to building permits for modifications to existing structures.

Purpose Statement: Develop a process to identify transportation improvements needed to accommodate growth, to fairly allocate the costs of transportation improvements among affected stakeholders, and to ensure the proper and timely accounting of improvements and funds.
Goal Statements:
- To accurately identify transportation improvements needed to accommodate growth associated with individual developments, needed for population and VMT growth on county and state roads.
- To accurately assess appropriate fees for the transportation improvements and ensure that costs and fees are updated regularly.
- To ensure that the identified transportation projects are built or that fees are paid.
- To ensure accurate and reliable accounting of fees, credits and reimbursements for needed improvements.
- To ensure that identified transportation projects are fairly and equitably distributed among affected stakeholders.
