ADMINISTRATION DIVISION
The Administration Division provides support to the Department of Transportation through the following groups.
- Resource Management Group - Facilitates annual Department budget development and periodic budget performance reviews and monitors expenditures to ensure synchronization with the operating budget. Coordinates all Department financial activities with El Paso County central offices. Provides cost accounting analysis to accurately track costs of Departmental projects. Coordinates all Departmental purchasing activities with the El Paso County Procurement Department. Assists the Highway Division in establishing material requirements to support road and bridge construction and maintenance activities. Maintains commodity stock levels to support projects. Operates Department Supply Room to ensure adequate resources are available to conduct routine and emergency operations.
- Customer Service & Dispatch Group - Coordinates the Department Service Request system to ensure that all requirements for repairs and enhancements to the Road, Bridge and Drainage networks are properly addressed and scheduled. Communicates service request information to citizens, staff and elected officials. Operates the Department radio system to ensure adequate communication throughout the Highway Division and other Department elements during both routine and emergency operations.
- Communications & Training Support Group - Ensures that adequate communications and technology is deployed in support of all DOT activities. Interfaces regularly with the El Paso County Information Technology Department to maintain and upgrade the DOT operational capabilities. Coordinates all DOT technology and systems initiatives to improve internal operational effectiveness. Develops and oversees the Department records management processes. Schedules and coordinates logistical support to training and conference activities conducted in DOT facilities in order to efficiently utilize those facilities. Ensures that internal building and facility issues are properly identified and resolved.
- Employment Services Office - In coordination with the El Paso County Employment Services and Employee Benefits & Medical Services Departments, this office provides personnel services to DOT employees as well as personnel record keeping activities for management. Conducts the recruitment and hiring processes for DOT. Coordinates an extensive internal training program for all functional elements of the Department. Administers the Department employee evaluation program. Coordinates periodic employee recognition activities and satisfies managerial personnel reporting requirements.
