HIGHWAY DIVISION

The Highway Division’s primary mission is to protect the taxpayer’s investment in the infrastructure system that transports people and goods (the road network) and storm water (the drainage system). Maintenance of the infrastructure system is the basic method used to keep it safe, reliable and efficient. Operations such as snow removal, ice control, flood repairs and other emergency response are also necessary to keep the road network and drainage system in good working order. The Highway Division is the largest division in the department with 137 personnel and 188 vehicles and pieces of equipment organized as follows:

  • Roadways Group - This group takes care of the paved roads (approximately 895 miles) and the aggregate roads (approximately 1,076 miles).

  • Drainage Group - In order to maintain the bridges (230) and drainage culverts (approximately 8,000) in El Paso County, the various employees in the group take care of crossroad pipe, longitudinal ditches, concrete maintenance, as well as bridges and detention ponds and drainage channels.

  • Support Group - This group includes the truck string, the general maintenance crew, and the personnel in charge of signs (approximately 45,000) and signals (80).

For snow removal and emergency operations, the Highway Division organizes geographically into two separate shifts to conduct continuous 24-hour operations, if necessary. The Highway Division works closely with the Engineering Division to ensure that the citizens of El Paso County get the best possible service.
